Trust every issuer on a signed issuer list (ISO 18013-5 VICAL).

constructor(signedList: ByteArray, displayNames: List<IssuerDisplayName>)

Trust every issuer on a signed issuer list, with the name to show for an issuer ("Issued by Example Licensing Authority") when a credential does not disclose its issuer itself (e.g. an age-only check).
